This removes support for Ruby 3.1 a little earlier than we have to, but it's scheduled to be EOL by the end of the month anyway - the alternative would be to add a bunch of complexity to the workflow file to work around the fact that ActiveSupport 8 requires >= 3.2, which would make it harder to maintain just to get a few more weeks of test coverage.
