AO3-7028 Correct float on user work page to fix subnavigation in Low Vision Default

Purpose

This doesn't have a visual impact on the site. It just fixes internal headings, and in the low-vision version, this change fixes the size of a "work index group" element that used to cover up buttons, making them inoperable. With these changes, the buttons now work again!

Testing Instructions

1. Log in on a screen large enough to not use the narrow template
2. In the footer, choose the Low Vision Default skin
3. Visit the works page for a user who has more than 20 works, e.g. https://test.archiveofourown.org/users/testy/works
4. Try to click on the pagination links or the Works in Collections link
5. These should now work
