This PR adds nuxt-notify to the Nuxt Modules directory.
nuxt-notify is an advanced toast notification module for Nuxt 3 and Nuxt 4,
built with Tailwind CSS and Nuxt Icon. It supports actions, avatars, progress
bars, themes, per-toast UI overrides, and multiple positions.
