Fixes: mozilla/addons#15651

Description

Drops localized strings from the reviewer tools, and local dev only templates.

Context

There wasn't anything I could find in scanners, or in admin.py files - there are possibly more strings no longer exposed to developers or end users, but we end up displaying some model field descriptions, etc, via devhub, so I erred on the side of caution for strings not explicitly in reviewer/admin tooling.

Testing

Not sure it's strictly necessary, but if you want to, check the reviewer tools for breakage.
