ci: update github runners to oci gh arc runners

Description of your changes

CNCF has hosted GitHub runners on Oracle that we want projects to use instead of the GitHub-hosted ones, which now incur a cost to use. Those runners are available to all CNCF projects, but you may need to enable them in your organization's settings.

@koksay Thanks for the update. The tests are still queued after 7 hours. Is that expected? We would need the CI system to run our test ASAP.
