Proposed change

As part of the previous PR for Anglian Water we agreed to follow up with a PR to introduce select options in the ConfigFlow.

This PR is for the initial work for this and bumps pyanglianwater to 3.0.0. The account_number is no longer a "set once property on init" and instead all API calls require the account number to be passed through hence the major version bump from 2.2.0 to 3.0.0.

The code changes that have been made are required for this bump to work successfully. This does not break existing installations as we collect the account number on all configurations anyway.
