feat(a380x/atsu): Initial implementation of D-ATIS Logic

Summary of Changes

Initial implementation of D-ATIS logic. WIP and will affect the router implementation of the A32NX in the splitting process. Will require QA tests of the A32NX after completion.

• Request D-ATIS from VATSIM
• Display current and previous ATIS
• Switch between DEP and ARR ATIS. ATIS will fallback to default if VATSIM ATIS isn't labelled as DEP or ARR.
• Implement messages for ATC COM footer

Known items that aren't implemented

• Implement D-ATIS AUTO-UPDATE
• Have FMS send airport data to ATCCOM
• Implement System Message Area for ATCCOM messages

Additional context

Known Issues:

1. There's a bug with the ATSU D-ATIS request system that failed to return an ATIS from certain VATSIM stations. Exact cause is uncertain but bug seems to affect some areas more than others. Oceania and parts of Asia seem more prone to the error at times. Bug affects A32NX too, so it's a core code bug and not A380 specific.
