NodeJS docker-release integration

Changelog:

• Workflow is now Bash only and does not need external
• NodeJS applications can use the docker-release workflow too

This is the status of the common workflows as of Nov 2024.
Mosta notably NodeJS docker-release needs an additional manual step to increase the version before starting the release.
