MSDN says, "In order to include the ICS(Internet Connection Sharing) private connection as part of a Network Bridge, you must temporarily disable ICS." (https://msdn.microsoft.com/en-us/library/cc781097(v=ws.10).aspx) So, return failure if network interface uses ICS when try to bind bridge.
