Fix run/ scripts with new binary target names

Description

#119 changed the target names. Tested locally with:

bazel run @osmo_workspace//run:start_service -- --mode bazel --log-level=debug
bazel run @osmo_workspace//run:start_backend -- --mode bazel --log-level=debug
