Local testing seems to not automatically fill in the "Authenticate Submissions" checkbox like it does for the "Public Dashboard" setting:
redirects to
Public is correctly selected, but submissions isn't.

@josephsnyder That issue appears to be a visual display bug which wasn't caused by this PR, but I fixed it anyway. |

The project settings page was previously used for both creating projects and editing settings after creation. This PR pulls the most critical fields into a separate page for project creation, after which users are redirected to the full project settings page for further customization. I plan to overhaul the project settings page itself in the near future.
