Go/cgo bug fix in spack-packages & NRL site configs build cache updates

Description

1. go/cgo bugfixes in spack-packages, required for building gh on DOD HPCMP Nautilus. See gh: disable cgo spack-packages#37 for more information.
2. Revert temporary change of build cache directories on NRL systems (used for transitioning to Spack v1).
