Changes Proposed

This PR introduces the rebalance of Paladin job skills. This change affects Renewal-only.

I can't say everything is 100% accurate because they are based on sources and very few in-game tests, but should be close enough.

Commits marked as authored by gbasso were changes picked from #3200, since it required a rebase/split of commits -- this is being done here -- and had few/no changes made by me.

- Increase Range 4 -> 11
- Damage formula changed
  - Old: (500 + SkillLv x 150)%
  - New: (300 + SkillLv x 200)%
         Base Level now increases damage

From 1st/2nd/Transclass rebalance (2018.11.28)
- Damage type changed from fixed to Holy Magic damage
- Damage formula changed:
   - Old: 500 + SkillLv x 300 (Fixed)
   - New: (500 + SkillLv x 150)% MATK
        It now scales with Base Level
- Variable casting reduced: 4s -> 1s
- Global delay reduced: 4s -> 1s
