During case.setup, receive the value of --non-local option from cime and use it to instantiate the Case object.

CIME's
--non-localoption, which allows users to create and set up a case on one machine and run it on another (e.g., Casper to Derecho), is currently broken for compsets that include CAM.This PR fixes this issue by ensuring that cam.case_setup receives the --non-local option and correctly passes it when instantiating the Case object.
This PR should be evaluated and merged in conjunction with CIME PR: ESMCI/cime#4904
