fix: fix bug where we are possibly wrappy smithy methods multiple times

What does this PR do?

• prevents us from wrapping a smithy method multiple times

Motivation

• a user reported a stack trace which looks like we are wrapping multiple times
• this is feasible since we're calling shimmer.wrap throughout the lifecycle of the process
