Summary

  • refresh organization-wide docs to remove DVF references and highlight CivicTechWR core values
  • align issue and PR templates so contributors describe accessibility, privacy, community impact, maintainability, and collaboration

Changes

  • rewrite CONTRIBUTING.md, CODE_OF_CONDUCT.md, SECURITY.md, README.md, and profile/README.md to update contacts, links, and value statements
  • replace DVF sections in PULL_REQUEST_TEMPLATE.md with a CivicTechWR community values checklist
  • update all issue templates under ISSUE_TEMPLATE/ to use the same values-driven prompts and language

Testing

  • not run (documentation and GitHub template updates only)
