What's changed

This fixes two bug that need special attention if you are upgrading:

1. In config.yml the CHANGE_SETTINGS flag was incorrectly set with value 10000 instead of 1000 (Owner). Change this value manually if you need the flag to be used.
2. The end portal blocks were oriented all in one direction and so could not be activated. New chunks will have them in the correct orientation but chunks that already exist will need manual rebuilding the frames to have the blocks all face inwards. Or, you could tell players that not all frames work...
