Even node16 is reaching EOL https://github.blog/changelog/2024-09-25-end-of-life-for-actions-node16/ We need to bump this to 20. |

This PR updates the
action.ymlto usenode16asnode12is being deprecated on GitHub runners and is showing warnings. Thepackage-lock.jsonhas been updated to the lock-file version 2 used bynode16.
