Sub-task of #187

Scope:
Core toggles + cache folder assertions only.

Covers:
Scenario 1 and 2 (GF on/off with RUCSS on/off) plus the shared plumbing (folder assert steps, disable preload, disable RUCSS/GF, GF page warm-up).

Goal:
Verify correct folders clear or stay populated for the main toggle flows.
