Report what request environments policies apply to, and whether the policy has any effect

Integrate SymCC for policy comparisons, and provide a similar experience to cedar-lean-cli analyze compare, letting the policy author know what will happen in various request environments before applying a given policy to the cluster, terraform plan style. Then it is also caught whether the policy-to-apply has any effect at all, given the other, existing policies.
