Make parts of the UI configurable, e.g. Welcome banner or Strimzi help links

Hey, thanks for providing the UI.

I stumbled across the Welcome to the StreamHub console banner and the Strimzi help links on the root page.
When thinking a bit of this I had some ideas which I would like to share with you:

• Make it possible to hide both of them globally for all user
• Make it possible to have a user setting (e.g. stored in the cookie) to let users remove them on their own
• Make it possible to customize them, e.g. instead of showing the Strimzi docs, a link to an own provided wiki

I hope, I'm not flooding the issues with this idea(s) 😅
