Loading Semgrep Rulesets from a Remote URL is _very_ slow. #207
Description
I have a ruleset that is 19 KB in total. It takes my IDE about 3 minutes to "Refresh" the rules which seems quite ridiculous.
I'm not sure if this is an issue with anything in particular, but when I do a CLI scan with the same remote file as a parameter, it is almost instant. Similarly, if I download and add the file to the config, it is fast, and everything works.
From what I can see in the IDE output, the file downloads instantly, but the steps afterwards take dramatically more time.
