Bincode is unmaintained

The authors of the bincode crate posted on Reddit this morning that all development on bincode has ceased permanently: https://www.reddit.com/r/rust/s/CgvzHQPqUZ.

Likewise a similar notice has been posted to the README on the project's main repository: https://sr.ht/~stygianentity/bincode/

I sent them a message on Reddit to ask if they're okay with an advisory for this.
