"Panel as Control" does not work without holding down ctrl key

If one tries to use the "panel as control" without holding down the control key, the debugger throws the following:

The function COMMON-LISP:NIL is undefined.

[1] Retry calling NIL.
[2] Call specified function.
[3] Return specified values.
[4] Return zero values.
[5] abort thread (#<THREAD "CLOG event handler p-CLOGB3940200835:pointerdown" RUNNING {1002914D83}>)

This is a consistent error.
