PartnerIcon accessibility improvements

In this component, an extra button element is added due to the Tooltip component. By using the Tooltip component’s asChild prop, we can prevent this unnecessary element from being rendered.

For accessibility, it would also be better to give these links a meaningful name(aria-label). We can apply the same improvement to the PartnerLogo component as well.
