Switching between workspaces via keyboard shortcuts (Option + 1,2,3,4) has stopped working when app is selected

Steps to reproduce:

1. Latest version of macOS and aerospace
2. Focus an app/window (ghostty, Cursor, etc)
3. Press shortcut to switch workspace

Expected result:
Switching workspace
Actual result:
Nothing happens. It requires me to unfocus the app (click desktop/wallpaper) for it to work

Anyone else has this problem?
