Expose metrics for tunnel controller connection events. #619

Currently we have info level logs from the tunnel controller creating lots of logs that are just Accepted Connection and Connection Closed events. We don't find much value from these so we'll filter them out. They might be better suited as debug level messages FWIW.
The data that would actually be interesting to collect instead of this is metrics about the connections opening/closing so we can graph how many connections are happening
Use Case
Reduce log noise while still getting valuable information about how much traffic is going through the operator.
