Update the default quota for ESI baremetal resource allocation

From discussions today about Coldfront onboarding, we want to update the quota for baremetal resource allocations. The current quota of floating IPs and networks is too barebones.

This is something that would be configured on the openstack side, right? Anyway, the quota for networks is 100, so I'd be surprised if we want to increase that. The quota for floating IPs is much lower at 3 - but my understanding is that we really want to limit these, as they are not over-plentiful.

@hpdempsey it sounds like we're actually talking about a quota for leases in ESI - so perhaps a quota for leases? What would be the desired default?

there's an issue to implement lease quotas in ESI, which I am aiming to complete over the next sprint or two (but there may be other priorities). No idea about the actual desired quota numbers though.
