Ophaned block marked as proposed on t_proposer_duties

# Description
An occurrence was found for bug in which an orphaned block was marked as proposed on `t_proposer_duties` when it was actually missed (orphaned). It is probably related with the fact that the slot was the last one of the epoch (slot `12210783`, epoch `381586`).
