Ctrl+K I on Modified Elsewhere indicator does not open the hover

1. Open the Settings editor.
2. Scroll down to the "Editor: Word Wrap" setting.
3. Click on the setting.
4. Press Tab to focus the Modified Elsewhere indicator.
5. Press Ctrl+K and then I.
6. 🐛 The Modified Elsewhere indicator hover does not open. Instead, a hover showing the setting ID opens.
