VPN false positives flow

Currently if an IP is incorrectly identified as a VPN we can only offer to whitelist it by committing it publicly here https://github.com/jsdelivr/globalping/blob/master/config/whitelist-ips.txt

That was a work-around in the early days when most VMs were mine and I was fine with them being public. But now we have home IPs and other people's VMs being marked as VPN and we cant use the file.

We need a better way of:

1. Tagging IPs as VPN. Many false positives currently
2. Whitelisting the IPs without exposing them

Getting the probe IPs is so easy, it doesn't make much of a difference. We should probably mention that somewhere and keep using the file.

A blacklist file can be added for the opposite case.

The current flow is clunky and slow and we keep getting more and more requests to whitelist IPs. We need something better
