staticlibs cannot be compiled -Z sanitize

I'm trying to fuzz a C API backed by a Rust implementation. The Rust coded exposes the API over FFI and is compiled as a staticlib, but this makes it not compatible with `-Z sanitize`.

Can this be fixed?
