• Smoke Test 1: Read and encode hotgym dataset.

  Create infrastructure which uses a config map (TODO) to load up the resources/hotgym.csv file, parses it into a Clojure data structure of primitives (strings, longs, doubles, datetimes), creates a set of encoders, and can produce an SDR for a given record.
