buf package is not published yet for the protoc-gen-go-errors

add buf config for protoc-gen-go-errors

What you expected to happen:

@shenqidebaozi I see buf package isn't published yet

It will require an org/team on buf registry and generating a secret token

I see https://buf.build/go-kratos
