Is there any reason why current code version is not published to npm? Is there anything blocking you from doing so? If so, I may help.
Currently, your implementation is the only option that allows working with custom dictionaries, and it's really helpful to play with compression dictionary transport.

Just for anyone with the same problem: I've forked this repo and publish slightly modified version that only support compression (and also add a typescript definition): https://github.com/heymdall-legal/brotli.js

I published it as brotli-dictionary on npm.
