Users cannot copy Courseware with videos located originating from certain courses

Describe the bug
When copying courseware content from one course to another, Videos which are integrated in this courseware but originate from a course in which the copying user is not enrolled as at least a tutor are not copied. The CW block instead says "No Video selected". problem likely stems from this change in the plugin: #1403

Expected behavior
Users should be able to copy CW with videos, even if those videos have been previously copied from other courses in which users may not have tutor status
