Change Windows build to use aws-lc-rs

The most recent version of rustls pulls in a newer version of aws-lc-rs that no longer requires NASM as a build dependency on Windows, if prebuilt NASM objects are enabled. We could try switching from ring to aws-lc-rs for our published Windows binaries.
