remote pipeline

To not have to create everything from the UI, we shoudl offer the ability to users to create a new pipeline, and define a remote source to pull the pipeline from (e.g. gist)

User story:

• create pipeline
• enter name + remote source
• click sync; the configuration is synced / pulled from the remote location
• track last sync / changes
• have a button to lock a pipeline
• have a setting to auto-fetch on run
