My dist Term-chrome doesn't pass the build_prereq_matches_use metric.

I suspect that this failure happens because some test skip early because of Test::Requires, Test::Is or they check explicitly for $ENV{AUTHOR_TESTING}, $ENV{RELEASE_TESTING}.

I think this is a false positive, but I don't know where to find the source code of the metric to verify.

Note that in recent years the number of distributions that fail this metric has raised.
