File checks should ensure that files are non-empty

Kwalitee metrics for file existence should check that files are non-empty.

Use case: the Changes file in distribution TermReadKey-2.31 exists but is 0 bytes (RT#94686), so it passes the has_changelog metric. But an empty Changes is as useless as no file.
