Use vos_setroot_acl, vos_setmax_acl in volume actions on Auristor volumes

The original AFS code uses fs to mount a volume to set its ACLs.  For operations against Auristor the volumes do not need to be mounted to set the root ACL.

Additionally in Auristore a maximum ACL can be set.  Support needs to be added to volcreate operations to support this.
