System level notifications #193
Description
Most OSs have system level notifications, either directly or through third party apps (eg Growl).
Atom should allow notifications to be triggered at system level, rather than just within the Atom window.
This should be limited to things worth a system-level notification, like 'further config required to complete package installation' infos, long-running or externally-sourced actions (e.g. compilation, bulk package install, github notification/pull request, etc).
Since packages might be overzealous in their use of system level notifications, it should also be temporarily and/or permanently suppressible by user (e.g. by package, notification type, or the combination) to cut down on notification spam.
