Feature Request: Lowering platform versions?

It looks like the package can be built without current platform version specification (RawSpan is back ported to macOS 10.14.4, iOS 12.2, watchOS 5.2, tvOS 12.2, visionOS 1.0). Would it be possible to remove the platform version restriction so this package can be used by earlier OS?

It looks like the lowest platform version can be .macOS(.v13), .iOS(.v16), .watchOS(.v9), .tvOS(.v16), .visionOS(.v1)
