I just built this PR with trunk pulled in.
For me, the increase works but the decrease doesn't. I'm using an en-US keyboard layout and the key combination I'm using is CTRL Shift , (or CTRL <) and CTRL Shift . (or CTRL >).

Just for conformity with other office applications:
MS uses Ctrl-[ for decrease and Ctrl-] for increase.
LO uses the equivalent Ctrl-8 and Ctrl-9.

Setting these hotkeys by hand works for me, but the underlying function does not work as expected.
Increasing/decreasing jumps by 2...

I think maybe this should discussed on dev@ to get some consensus on the key combination that would be appropriate because of the ramifications of this addition.
