Improve developer-friendly environment

Thankfully, previous contributors have already provided a Docker-based development environment. I would like to introduce a guide document that explains how to set up the development environment and includes other useful commands. I believe this will encourage more developers who are not familiar with C++ development environments to join our community. Additionally, I would like to add a Git hook to automatically apply formatting and enhance the Clang formatter.

We already have pre-commit and cpp-linter action for these. Are they duplicate? These stuff are tricky if they use different clang versions.

My understanding is that he wants to build a standard Docker development environment to help beginners quickly set up and start developing.

It integrates various tools, allowing you to run checks locally before submitting code to ensure everything is correct, and then directly submit it to CI.
