[Windows] Clien say "connected" while server is turned off !

Windows client says its connected while server with amnesia is turned off :)

Last night, I lost access to the VPN, and I spent a long time wondering what was wrong. The server itself was down because ran out of money, but the client said it was connected.

Client should say service cant be reached

Also client say connected even if my whole ISP down .... where is logic?
