Reconcile go-jsonnet with fnal_art and PR the result to spack.

There is `go-jsonnet` packaging here and at https://github.com/FNALssi/fnal_art/blob/develop/packages/go-jsonnet/package.py

These two should be reconciled to have the union of features and the result should be provided as a PR to spack.
