Overhaul clear videos #94

Is your feature request related to a problem? Please describe.
Currently clear videos is just a column in levels. We don't know who submitted a clear video and when the clear video was submitted.
There was talks of having a way to award roles for people who contribute clear videos, so being able to track who submitted a level would be good so we can assign the roles manually or even automatically
Describe the solution you'd like
- We could normalise and have a clear_video table and then a level_clear_video table to connect it
- We could also work on whitelisting URLs which may not be associated with this feature request but could be implemented holistically
