A way for teams to set a maximum pending levels

I know we talked about it before, but anyway to limit how many pending levels someone can have? 3-5 is probably where I'd put it.

i know this is more complicated, but start with 3-5 max, but each pending level could have a time period that could expire and allow them to submit another
like if a pending level has been pending for 5 days, they can now add another
if we do go that route maybe make the limit 3 non expired pending levels at once
expired just means we haven't got to it within a reasonable time
not that the level is actually expired and we won't get to it

We'll look into seeing what would be the best solution for this. The simple solution of a team setting where they can enter a number of max pending might be what we go for,
