A way to undo a reupload of a level #104

When you wrongly reupload, fixing the votes and channels is difficult and maybe impossible (in the case of a channel wrongly deleted)
Describe the solution you'd like
Perhaps we could undo a reupload with !undoreupload new-code. Not sure what to do with the new level (user delete it? check if there's any other information in the new level) but we can move the votes back and reset the old level. If possible we might also be able to revert changes to the channel. To do this we need:
- A way to track where a moved pending votes come from
- A "recycling bin" for deleted channels
